Article 44 of Federal Decree Law No. 34 of 2021 on Countering Rumours and Cybercrimes makes it an offence to use technology to invade a person’s privacy without consent, and it lists taking photos of others in any public or private place, and keeping or sharing electronic photos, among the covered acts. The same article separately covers publishing photos of injured people or accident victims without permission. Penalties include imprisonment and substantial fines.

For a social shoot, that translates into simple habits. Anyone recognisable signs a release that names the platforms and uses. Customers in a restaurant or clinic are asked before they are in frame, or kept out of it. Children appear only with a parent’s written consent. Frames with identifiable bystanders who have not agreed are not delivered.

Location matters too. The Dubai Film and TV Commission lists photography among the content formats that need a permit on government operated and private locations, so shoots outside your own premises are checked for permission during planning.
