Advertiser permits and disclosure for influencer marketing in the UAE

Who regulates. The permit framework was launched by the UAE Media Council. That work now sits with the National Media Authority, a federal authority established under Federal Decree Law No. (11) of 2025 according to its own FAQ, and the old Media Council web address now redirects to the Authority’s site. The permit services below are listed there.

The law. Federal Decree by Law No. (55) of 2023 Regulating Media, Article 12(2), provides for permits for a natural person who provides advertising or media content on social media and other modern technical means, whether for or without compensation. Article 20(2) states that all advertisers must include, in all advertising materials, something that explicitly and clearly indicates that it is advertising material. Article 20(4) leaves detailed advertising standards to the law’s Executive Regulation.

The permit. The Authority’s service page describes a permit that lets individuals publish advertising and media content through social media accounts, websites or other digital platforms, paid or unpaid. Applicants provide a digital ID, passport, personal photo and commercial licence. Published conditions include good conduct, content that complies with the media content standards, completing the Authority’s training programme on the relevant laws, no previously cancelled permit and no outstanding dues to the Authority. Visiting creators have a separate temporary permit.

Content standards. The UAE Media Content Standards apply to advertising too. They include respecting the culture, identity and values of the UAE, privacy, children’s rights and the approved age rating system, and not spreading misleading news.

Do you have your own influencers or a database of creators?

No. We do not keep influencers on staff or sell access to a database. For each brief we research creators by hand, check their audience and past sponsored work, and approach them or their management directly.

Does a creator with a small following still need a permit?

The media law's permit provision covers natural persons who provide advertising content on social media, for or without compensation, and the National Media Authority's service description uses the same wording. Neither text we reviewed sets a follower threshold, so we ask every creator for their permit details regardless of audience size.

Can a visiting creator promote our brand while in Dubai?

The National Media Authority offers a separate permit for visiting individuals. Its published conditions say the application goes through a licensed advertising agency in the UAE, the applicant must be at least 18, and the permit lasts three months, extendable up to six months in total.

Who is responsible if a sponsored post breaks the rules?

The law requires all advertisers to label advertising material clearly, and the creator holds the permit. Brands carry reputational risk either way, so our contracts assign disclosure and permit obligations explicitly. For liability questions, take advice from a UAE lawyer.
