Website development in Dubai depends on the CMS: a content management system is only as good as the fit between it and the people using it. Before recommending one we go through a short list with whoever will run the site day to day, not only with the person signing off the project.

Arabic and English
Website development in Dubai for Arabic is not an English site with the text swapped. The layout, navigation, icons and forms all flip, and the build has to handle that at the markup level. The W3C recommends setting the base direction with dir="rtl" on the html element rather than through CSS, because direction affects meaning, and using logical properties such as start and end instead of left and right so the stylesheet adapts on its own.
For search, each language needs its own URL. Google’s guidance on localized versions says every version should list itself and all its alternates in hreflang annotations, links must be reciprocal, and an x-default can catch visitors whose language does not match. Google also states it does not use the html lang attribute to detect language, so the content itself must genuinely be in Arabic.
Performance
