Paid social in the UAE

Social media advertising in Dubai: paying for reach only makes sense when you can measure what it buys

Social media advertising puts your offer in front of chosen audiences on Facebook, Instagram, TikTok, Snapchat and LinkedIn. For Dubai businesses the difficult part is rarely pressing publish on an ad; it is knowing which ads produced enquiries, bookings or orders. This page covers paid campaigns. Unpaid posting and calendars sit on social media marketing, and search ads on Google Ads management.

Campaign setup

The social media advertising setup order we follow for every Dubai account

Most underperforming accounts we audit have a creative problem sitting on top of a tracking problem. Fixing the foundations comes first.

  1. Ownership and access

Business portfolio, ad account, page and payment method in your company’s name; agency added as a partner with the least access needed.

  2. Domain and tracking

Domain verified, browser pixel installed through a tag manager, and server events connected from your website, store or CRM.

  3. Conversion definitions

One primary event per campaign, such as a qualified lead or a purchase, with values where possible. Page views are not a campaign goal.

  4. Audiences and exclusions

Prospecting audiences, remarketing lists built from site visitors and engagers, and exclusions for existing customers and staff.

  5. Structure and naming

Few campaigns with clear objectives, a naming convention showing platform, goal, audience and language, and creative tested in rotation.

  6. Reporting

Platform figures compared with your analytics and CRM, so each report says what happened to leads after the click.

Pixels and conversions APIs

Social media advertising in Dubai: browser pixel plus server events, counted once

A pixel runs in the visitor’s browser and misses events when scripts are blocked or pages close early. Each platform now offers a server connection that sends the same events from your systems. Meta recommends running its Conversions API alongside the Meta Pixel, which it calls a redundant setup. TikTok recommends using its Pixel and Events API together with event deduplication, and Snap recommends its Conversions API alongside the Snap Pixel.

Sending an event twice only helps if the platform can tell it is the same event. That is where most setups go wrong.

  • Meta matches browser and server events by event name and event ID, and deduplicates within 48 hours of the first event
  • TikTok needs the same event_id shared through Pixel and Events API, and records the first event it receives
  • Snap matches the Pixel’s client_dedup_id to the Conversions API event_id
  • LinkedIn says it deduplicates events sent through both the Insight Tag and its Conversions API and counts them once

Data and consent

  • Server events often carry email or phone details, hashed before sending
  • The UAE Personal Data Protection Law prohibits processing personal data without consent, apart from the cases it lists
  • Your privacy notice and cookie consent should name advertising platforms
  • Check your position with a legal adviser, especially for health or financial data
  • Tracking and GA4 alignment handled with web analytics

UAE advertising rules

Checking social media advertising in Dubai against UAE content standards

Every ad must pass the platform’s own ad policies, and in the UAE it must also meet national media rules. The National Media Authority, set up under Federal Decree Law No. 11 of 2025, publishes the media content standards; the old UAE Media Council website now redirects to it.

Culture and values

The standards state that advertisement content shall respect the culture, identity and values of the UAE, alongside rules on respecting religions, national symbols and prevailing social values.

Accuracy and young audiences

They also rule out false or misleading news and material that offends young people, and require respect for children’s rights and the approved age rating system. We check offer terms, claims and imagery against these points.

Creators in your ads

When an ad runs through an individual’s account, such as a partnership ad with a creator, the Authority’s advertiser permit applies to individuals publishing advertising content on their social accounts, paid or free. Influencer marketing covers permit checks.

What you receive

Social media advertising reporting for Dubai you can act on

Reports lead with the conversion you agreed at the start, the cost of each one, and what happened to those leads or orders afterwards. Below that sit the creative and audience findings that explain the numbers, and the changes planned for the next period. Ads in Arabic and English are reported separately, because they rarely perform alike.

Good tracking cannot rescue a slow page or an unclear offer. Ads send traffic to pages built for the campaign through landing page design, with visuals from social media design. For a view across search, display and social, see PPC advertising or the full digital marketing services list.

Monthly report contents

  • Spend, primary conversions and cost per conversion by platform
  • Lead quality notes from your sales team
  • Best and worst creative with reasons
  • Audience and placement findings
  • Tracking health: event match and deduplication checks
  • Next tests, with the question each one answers

Frequently asked questions

Which platform should a Dubai business advertise on first?

Start where your buyers already spend time and where you can produce suitable creative. A B2B service firm usually starts on LinkedIn, a restaurant or retailer on Instagram and TikTok. We recommend testing one or two platforms properly before spreading a small budget across four.

Who owns the ad accounts?

We recommend that ad accounts, pixels and business portfolios sit under your own company, with the agency added as a partner. That way the data and campaign history stay with you if you ever change agency.

Can you promise a return on ad spend?

No. Results depend on your offer, pricing, website, competition and budget, and no honest agency controls all of those. What we commit to is a sound setup, accurate tracking and clear reporting so decisions are based on real numbers.

How are social media ads priced?

Ad spend is paid directly to the platforms. Our setup and management are covered by a fixed written quote, scoped to your brief, and ongoing management is available on an optional monthly retainer.

Do you make the ad creative?

Campaign management covers structure, targeting, tracking and optimisation. Static and animated ad visuals come from our social media design team and ad copy from our copywriters, and we scope them together when you need both.
