The database holds your posts, pages and settings, while the files hold the core software, themes, plugins, uploads and configuration. Downloading the site folder alone misses the database entirely.

The same guidance recommends keeping several recent backups in different places, for example on the server, in cloud storage and offline. A backup stored only on the hosting account disappears with it if the account is suspended or compromised.
