Google Ads vs Meta ads: where a Dubai or UAE business should start

A practical comparison of Google Ads and Meta ads for businesses in Dubai and the UAE, based on how each platform decides who sees an ad, how much data its bidding needs, and the UAE rules that apply to both.

For most UAE businesses the choice between Google Ads and Meta ads comes down to one question: do enough people already search for what you sell? If they do, Google Search usually earns the first test because it reaches people at the moment they look. If demand has to be created, because the product is new, visual or bought on impulse, Meta’s feeds usually make the stronger start.

That rule of thumb only holds if both platforms can learn. Each needs a steady flow of conversions to optimise, and in Dubai many sales end on a call or in WhatsApp where tracking breaks. This guide compares the two on the points that decide real campaigns, and ends with a test plan you can run, as of September 2026.

Google describes Search campaigns as text ads on search results that reach people while they are searching for the products and services you offer, suited to sales, leads and website traffic. The person has already told Google what they want. Your job with Google Ads is to be relevant to that query and to deliver on the click, which is not how Meta ads work.

Meta starts from the other end. Its six simplified objectives, awareness, traffic, engagement, leads, app promotion and sales, each ask the delivery system to find people most likely to produce that outcome. Nobody on Instagram asked to see your ad, so the creative must earn attention before it can explain anything.

How each platform decides who sees your ad

Google’s help centre lists the factors behind Ad Rank: your bid, the quality of your ad and landing page, minimum Ad Rank thresholds, how competitive the auction is, the context of the search such as location, device and time, and the expected impact of assets like phone numbers and sitelinks. Google recalculates Ad Rank for every search, and it says higher quality ads can often lead to lower costs per click.

For a Dubai business running Google Ads or Meta ads, a slow, generic landing page is not just a conversion problem. It feeds directly into how often you appear and what you pay. A clinic whose ads point to a homepage in the wrong language is competing with a handicap on every auction.

Meta’s delivery system has no search query to match, so it depends on who it predicts will take your chosen action and on how people respond to your ads. In practice the lever you control most is creative. Fresh, clear creative gives the system something people respond to; tired creative shown to the same audience loses efficiency however well the account is structured. How much data Google Ads and Meta ads need to learn

Both Google Ads and Meta ads now push automated bidding, and both are open about needing data.

Meta. Its help centre explains that during the learning phase the delivery system explores how best to deliver an ad set, and that ad sets usually exit once they deliver stably, after about 50 results in the week following the last significant edit. Performance is less stable and cost per result is usually higher while learning. Editing an ad set during learning resets it, and an ad set that cannot collect enough results is shown as “Learning limited”. Meta also recommends avoiding very small budgets and combining similar ad sets so learning is not spread too thin.

Google. Smart Bidding uses auction time signals such as device, location, time of day and the search query to set bids for conversions or conversion value. Google notes that it can use data from across the account, so new campaigns may benefit, and it recommends evaluating results over longer periods with at least 30 conversions, or 50 for Target ROAS.

A budget too small to produce conversions steadily does not buy a smaller test. It buys a test that never finishes learning.

This is where many UAE Google Ads and Meta ads campaigns go wrong. A business splits a modest monthly budget across Google Search, Performance Max, Meta and TikTok, none of them gathers enough conversions to learn, and after a few weeks every platform “does not work”. Starting with one platform and one clear conversion usually tells you more.

If you are unsure whether demand exists, look at it before committing budget. Google’s keyword planning tools and your own website search data show whether people use the words you would bid on, in Arabic as well as English.

When the sale ends on WhatsApp or a phone call

In Dubai a large share of enquiries finish in a chat or a call rather than a web form, and this changes the comparison. Meta’s objectives can send people directly into a conversation: its objectives guide lists Messenger and WhatsApp as conversion locations for traffic, engagement and sales, and Leads can collect enquiries via messages, calls or sign ups. That can suit a business whose sales team closes on WhatsApp.

The catch is measurement. A conversation started is not a customer won. Unless the outcome of the chat is recorded and fed back, both platforms optimise towards people who start conversations, which is not always the same as people who buy. Before choosing, decide how a WhatsApp or phone lead will be marked as qualified and how that signal returns to the ad platform. UAE rules that apply to both platforms

Platform ad policies are only the first review. Article 33 of Cabinet Resolution No. 68 of 2024, the Executive Regulation of the UAE media law, applies to all advertising whichever platform carries it. Adverts must not contain misleading claims, exaggeration, claims of exclusivity or disparagement of competitors, must be clearly identifiable as adverts, and must not promote alcohol, tobacco or smoking. Real estate, medical, financial, education and food adverts need approval from the relevant authority.

The Consumer Protection Law adds two points. Article 18 requires a prior licence from the competent authority before promoting goods or services or advertising general discounts, and Article 26 says consumer advertising must be in Arabic, with other languages permitted alongside. Confirm with your adviser how both apply to your campaigns.

On the platform side, Google operates advertiser verification and publishes the documents it may request for the UAE, and says some locations require additional verification before financial services can be advertised. None of this favours one platform over the other, but it can delay a launch if it is discovered late. This section is general information, not legal advice.

A test plan to decide with evidence

When the answer between Google Ads and Meta ads is not obvious, run a structured test rather than a debate.

  1. Define one qualified conversion. A booked appointment, a qualified lead marked by sales, or a purchase. Not a page view or a chat started.
  2. Fix tracking first. Website events, call tracking and a way to record WhatsApp outcomes, checked before any money is spent.
  3. Agree what a result is worth. From your margins, decide the most you can pay for a qualified conversion.
  4. Test one campaign per platform. A Search campaign on your clearest intent keywords, and one Meta campaign with the matching objective and a few strong creatives.
  5. Keep changes rare. Let each campaign pass its learning period, and make edits on a schedule rather than daily.
  6. Judge on sales data. Compare cost per qualified conversion from your CRM, not only what each platform reports.
  7. Scale the winner, then widen. Once one platform is proven, use the other for remarketing or reach, or test Google’s Demand Gen, which serves ads on YouTube, Discover, Gmail and the Display Network.

Many businesses end up using both platforms, with Search catching demand and Meta creating it and bringing visitors back. The point of starting with one is to learn cleanly, not to rule the other out.

Is Google Ads more expensive than Meta ads in Dubai?

The two charge for different things and reach people at different moments, so a direct cost comparison is misleading. What matters is the cost of a qualified enquiry or sale once tracking is reliable, and that varies widely by sector and offer. Compare platforms on that number after a fair test rather than on the cost of a click.

Can we run Meta ads without a website?

Yes. Meta describes its Leads objective as collecting leads via messages, calls or sign ups, and some objectives use Messenger or WhatsApp as the conversion location. Without a website you lose some measurement and remarketing options, so plan how leads will be recorded and followed up.

Should our ads be in Arabic, English or both?

That depends on who buys from you, and the answer is often both for consumer brands in the UAE. Article 26 of the Consumer Protection Law says consumer advertising must be in Arabic with other languages permitted alongside, so check with your adviser how that applies to your campaigns before launching English only ads.

How long should a test run before we decide?

Long enough for each platform's bidding to learn and for your sales team to judge lead quality. Does Google or Meta need to approve our business before we advertise?

Google runs an advertiser verification programme and its policy help centre lists the documents required for the UAE. Both platforms review ads against their own policies, and Google says some locations require extra verification for financial services advertisers.
