Oracle operates a cloud region in Dubai, region code me-dubai-1, alongside a second region in Abu Dhabi, so keeping infrastructure and data physically inside the UAE is a genuine option to weigh rather than a workaround, and worth raising when you scope the tenancy design.
The UAE’s Federal Decree Law No. 45 of 2021 sets the ground rules for handling personal data anywhere it is processed, so a workload moving onto Oracle Cloud with customer or staff records in it is not exempt just because the infrastructure changed. Raise this early with whoever directs the migration or build, ideally before the first environment is provisioned.
