Ruby on Rails for a Dubai startup: where it still makes sense, and where it does not

What a credible proposal contains, which questions separate competent suppliers from confident ones, and the reporting that tells you whether the work is paying for itself.

Picking an SEO agency in Dubai is unusually hard because the product is invisible. You cannot look at search work the way you look at a logo or a website. Six months in, you have a figure on an invoice, a report full of lines going up, and no simple way to tell whether the two are related.
The way through is not to become an expert. It is to ask a short set of questions whose answers are checkable, and to agree in advance what the reporting has to show. What follows is that set, written from the side of the table that signs the cheque.
Start with the one claim that settles it quickly. If an SEO agency in Dubai promises a first position for a competitive term, the conversation can end there. Google’s own documentation is unambiguous that nobody can promise placement, and the people who build the search engine are the authority on that point.
This matters beyond the promise itself. A supplier willing to make an unkeepable commitment to win the work has told you how they will behave when the work is difficult. The pitch is a sample of the relationship.
Two softer versions of the same thing are worth catching. The first is a commitment to positions for terms nobody searches for, which is easy to deliver and worth nothing. The second is a promise of a number of links per month, which converts a judgement problem into a quota and produces exactly the kind of links that cause trouble later.
What a credible supplier commits to instead is activity and reporting: what will be done, how often, how you will see it, and what the number should look like if it is working.
Most proposals are a service list and a price. The useful ones answer four questions, and you can ask for them directly if they are missing.
What is wrong now. Something specific about your site, not a description of search in general. Pages that are not indexed, templates with duplicate titles, a navigation that buries your money pages, slow server responses, missing structured data on products. If the diagnosis would fit any business, nobody has looked at yours.
What will be done about it, in order. Technical repairs first where they are the constraint, because publishing into a site search engines struggle to crawl wastes the writing. Then the pages that serve commercial intent, then the supporting content around them.
Who does the work. Ask any SEO agency in Dubai for a name and a role, not a department. Ask who writes, who makes technical changes, and whether the technical changes come to your developers as a list or get implemented by the supplier. That single question prevents a common stall where recommendations pile up and nothing ships.
How it is measured. Agreed before the first invoice. More on that below, because it is where most of these arrangements quietly fail.
Put these to every SEO agency in Dubai on your shortlist. They take ten minutes and are hard to bluff.
Show me a page you wrote that ranks, and tell me what it competes against. Not a dashboard, a page. Then read it. If you would not read it voluntarily, neither will a customer in Dubai or anywhere else.
What would you not do for us? A supplier with judgement has a list: terms not worth chasing, pages not worth building, a market where paid search is simply the faster route. A supplier who would do everything has no model of your business.
How do you decide a page is finished? Listen for whether the answer is about the reader or about a word count. Google’s starter guide has said the same thing for years in plain language, and the suppliers who have internalised it sound different from the ones who have skimmed it.
What happens in month one? You want a concrete answer from the SEO agency in Dubai you are about to pay: an audit, the crawl, the access requests, a mapping of pages to terms. If month one is a strategy document and nothing else, the clock is running on your budget.
Which other clients do you have in our sector here? One is useful experience. Three competing with each other in the same emirate is a conflict worth hearing explained.
This is the part to settle before signing, because changing it later feels like an accusation.
Rankings alone are the weakest report an SEO agency in Dubai can send you. Results differ by location, device and signed in history, so a screenshot proves very little, and tracked positions for terms with no commercial intent prove less. Ask for positions on a named list of terms you agreed together, and treat it as context rather than the point.
What the report should centre on is traffic to the pages that matter and what those visitors did. Analytics supports recorded events for form submissions, calls and purchases, and until those exist you are measuring attention rather than business. Getting them configured is a reasonable thing to ask for in month one.
Three further requests, all inexpensive to meet and all revealing. A short written note each month of what changed on the site, so the work has a trail. Search Console data rather than a tool’s estimate, because one is measured and the other is modelled. And a standing line for anything that went backwards, because a report with no bad news is a sales document.
Whoever you hire, the accounts belong to your business and the supplier is a user on them. The website, the hosting, the domain, the tag container, Analytics and Search Console. This is not distrust, it is the difference between changing supplier in an afternoon and rebuilding six months of measurement.
Agree the handover in the proposal rather than at the end. Everything written for you, the technical changes documented well enough that the next person can read them, the keyword and page mapping, and the account access confirmed. Goodwill is plentiful while a relationship is working and scarce the week it ends.
One quiet item belongs here too. Structured data, the markup that produces richer results, is implemented on your site and stays there, and the supported types are published. If a supplier adds it, ask for a list of what is marked up and where, so it survives your next redesign.
Often the constraint is not the SEO agency in Dubai you hired. It is that nobody internally can approve a page, answer a technical question, or get a change deployed. Search work needs a counterpart inside the business with enough authority to unblock things, and without one the best agency in the city produces a backlog.
Two related points. If your site is slow because of where it is hosted, no amount of writing fixes that, and the hosting question is worth settling first. And if people cannot use the site, search is the smaller problem; the published accessibility guidelines are the reference, and the overlap with search quality is larger than most proposals admit.
Be honest about scale as well. A business with four pages and no plan to publish anything does not need a monthly search retainer. It needs the four pages to be good, the local listing to be correct, and the budget spent somewhere with a faster return until there is more to work with.
When two suppliers look similar on paper, these questions usually decide which SEO agency in Dubai you appoint.
Who asked better questions. The one who interrogated your margins, your sales process and which enquiries you actually want is thinking about your business. The one who asked for your keyword list is thinking about their template.
Who disagreed with you. If you described the plan and both nodded, prefer the one who pushed back on part of it. You are buying judgement, and judgement that never contradicts you is decoration.
Who was clearest about what they do not cover. Few suppliers do technical repair, writing, digital public relations and local listings equally well. The honest answer names the gap and says who fills it.
Whose reporting you could read in five minutes. Ask for a sample. If it takes an analyst to interpret, you will stop opening it by month three, and an unread report is an unmanaged supplier.
If you are still scoping the work rather than choosing a supplier, our search work describes what each part involves, local search covers the map results that matter for businesses with a shopfront, and store search deals with catalogues and product pages. The guide to earning links explains why quotas are the wrong unit for that part of the job.
Measurement is the piece most often skipped. Analytics work covers getting the events in place so that the reporting above is possible at all.
Where the brief is really a product rather than a website, a platform, a portal or an application with genuine business logic, search is a later question and the build decisions come first. Codeeo handles that side of the work.
If you would rather send us the proposals you have and hear which parts are reasonable, send them over. We will say so plainly, including when somebody else’s is the better offer.
Straight answers
No. Nobody controls the ranking, and Google says plainly in its own documentation that no one can promise a position. An SEO agency in Dubai offering that is either misunderstanding the work or betting that you will not check. Commitments about activity and reporting are reasonable. Commitments about placement are not.
For a site with existing authority and a technical problem holding it back, improvements can appear within weeks of the fix. For a new site competing for commercial terms in Dubai, a few months of consistent work is a realistic expectation before the pattern is clear. Anyone certain about the date is guessing.
No. Both should sit in accounts your business owns, with the supplier added as a user. The same applies to the website, the hosting and any tracking container. Access is normal and ownership is not, and sorting this out at the start costs nothing.
It depends on what is wrong. A site with a technical fault and no content plan may need a defined project first, then a smaller ongoing arrangement. A site already in reasonable shape and competing for contested terms needs continuous work. Pay for the shape of the problem, not the shape of the invoice.
Agree it in writing before you start. At minimum: everything written for you, the technical changes documented, the keyword and page mapping, and administrator access to every account used. If a supplier cannot describe the handover in a sentence, that is the answer.
