Two quotes for the same brief can differ by a factor of five and both be honest. What the line items mean, what is usually missing, who ends up owning the licences, and the questions that separate suppliers.

Ask three suppliers to quote the same WordPress brief in this city and the range will surprise you. The gap is rarely dishonesty. It is that the words on a quote for WordPress development services in Dubai describe a range of work so wide that two firms can price completely different projects and both be telling the truth.
This is a guide to reading the document in front of you, whoever is quoting. WordPress development services in Dubai are sold in language loose enough that the paperwork has to be read carefully. What each line usually means, what is almost always missing, where the ownership traps are, and the handful of questions that reveal more than any portfolio. If you want the technical ground instead, our WordPress page covers themes, plugins, hosting and multilingual builds.
Four variables account for most of the spread between WordPress development services in Dubai, and a quote rarely states which it assumed.
Where the design comes from. A purchased theme configured to your colours and logo is one job. A theme built from a design made for your business is a different one, several times the work. Both can be described as a WordPress website, and a quote that does not say which is leaving the largest variable unstated.
How many page templates exist. Not how many pages. A site with forty pages built from five templates is a smaller job than a site with twelve pages that are all bespoke. Templates are the unit of work, and counting pages is how businesses end up surprised in both directions.
What has to connect to something else. A contact form that emails you is trivial. A form that creates a record in your CRM, triggers a sequence and respects a consent flag is a small integration project. Payment, booking, inventory and accounting connections each sit in that second category.
Who writes the content and prepares the images. Frequently nobody has decided. If the quote assumes you supply finished copy and photography, and you assumed the agency would produce them, that gap will surface in week three and it will move the date.
None of this is hidden deliberately by most suppliers. It is simply that the brief did not force the question, so each firm quoted the version of the project it imagined.
Ask whether you are approving full designs before any development starts, and whether that includes mobile. A quote that moves straight to build usually means the design happens in the browser, which can work for a simple site and tends to produce the longest revision arguments on anything larger.
The question underneath is custom theme, child theme of a commercial theme, or a page builder. All three are legitimate. They differ enormously in what later changes cost, in how fast the pages load, and in whether another developer can pick the site up. A supplier who will not say which approach they are quoting is not giving you a comparable number.
Most WordPress sites run between ten and thirty. Some are free, some are paid annually. The quote should name the paid ones and say who holds the licence. A build that depends on six premium plugins has an annual cost that nobody mentioned at proposal stage.
Loading your copy and images into the templates. Sometimes included, sometimes a line, sometimes silently assumed to be your job. On a forty page site this is real work and it is the most common cause of a launch date slipping.
Ask what is tested and on what. Forms submitting and the recipient confirmed, the site on real phones rather than a desktop browser resized, both language versions if you publish in two. A site tested only on the builder’s laptop will have problems your customers find first.
Often a single line and worth more than its position suggests. It is covered properly further down, because it is where most of the long term value of good WordPress development services in Dubai is won or lost.
These rarely appear on a quote from WordPress development services in Dubai, and they all cost money later.
Hosting, and where it is. Sometimes bundled for a year, sometimes not mentioned. Both the cost and the location matter, since a server far from your audience adds delay that no amount of optimisation recovers, which feeds directly into Core Web Vitals.
The annual plugin bill. Premium licences renew. A site built on several of them has a running cost, and discovering it at the first renewal is a bad surprise.
Redirects from the old site. If you are replacing an existing site, every URL with search visibility needs to point at its new equivalent. Skipping this is the most reliable way to lose traffic in a redesign, and it is almost never a line on a quote. Google’s own guidance treats this as basic, and plenty of rebuilds still miss it.
Analytics and conversion tracking. A site that launches without knowing which pages produce enquiries is a site you cannot improve. This is a small task and it has to be somebody’s.
Who fixes it after launch. WordPress core, themes and plugins all update. The project’s own hardening guidance assumes someone is maintaining the install. If the quote ends at launch, that person is you until you arrange otherwise.
A second round of changes. Most quotes include revisions during design and nothing after launch. Real sites need adjustments in the first month because real users find things. Ask what that costs before you need it.
Ownership matters more than the price when buying WordPress development services in Dubai, and it takes five minutes to settle at the start. Left alone, it is the thing that makes changing supplier expensive.
The domain. Registered in your business name, with the registrar account under your control. A domain held by a departed supplier is recoverable and it is a slow, tense process.
The hosting account. In your name, billed to you, with the agency added as a user. Hosting resold through an agency means your site lives inside an account you cannot access.
Administrator access. A WordPress administrator account that is yours from the first day, not granted at handover.
Plugin licences. Bought under your account. This is the one most often got wrong, because buying through the agency is genuinely more convenient during the build and the convenience expires with the relationship.
The design files and any custom code. Agreed in writing. UAE intellectual property rules are published by the Ministry of Economy, and what transfers to you is a matter for your contract rather than an assumption.
A supplier who is comfortable with all five is telling you something about how they expect the relationship to end, which is the most useful signal available before you sign.
Handover from WordPress development services in Dubai is what lets the next person, whether that is your own marketer or another agency, work on the site without rediscovering it at your expense.
It should include administrator access to WordPress, hosting and the domain registrar. A written list of every plugin, what it does and whether it is paid. A recorded walkthrough of editing the things you will actually edit, which is usually three or four page types rather than a general tour. Notes on anything custom that a developer would not guess from the code. And confirmation of where backups are and how to restore one.
What you get instead, often, is a set of credentials and a cheerful email. That is not handover, and the cost of it appears a year later when somebody quotes you for a day of work just to understand what is there.
Ask for the handover contents to be listed in the proposal. A supplier who already has a standard handover will say yes without hesitating.
WordPress development services in Dubai rarely price this, and a WordPress site is not a finished object. It has an ongoing obligation and the only real question is who carries it.
Updates. Core, theme and plugins. Applied regularly, ideally tested somewhere first, because an update occasionally breaks a page. The platform’s requirements also move, and a site left on an old PHP version eventually stops being supported.
Backups. Automatic, stored somewhere other than the same server, and tested by actually restoring one. An untested backup is a belief rather than a backup.
Security. WordPress is the most attacked platform because it is the most used. Keeping it current, limiting administrator accounts and removing plugins nobody uses prevents most of what happens to small sites.
Someone to call. When the site goes down on a Friday, the useful question is who answers. Agree it in advance rather than discovering the answer is nobody.
This can be a maintenance agreement with your builder, a different specialist, or an internal person with a checklist. All three work. What fails is the assumption that it happens by itself.
None of these are hostile, and the answers tell you more about WordPress development services in Dubai than any portfolio.
Custom theme, child theme or page builder, and why for us? You are listening for a reason tied to your situation rather than a house preference.
How many templates are you quoting? If the answer is in pages rather than templates, the scope has not been thought through.
Which premium plugins, and whose account buys them? Both halves matter.
What happens to our old URLs? On a rebuild this question alone sorts suppliers quickly.
What does handover contain? Covered above. Ask for it in the proposal.
What is not included? The most useful question on the list. A supplier who can name what falls outside scope has thought about the project; one who says everything is included has not read the brief closely enough.
It sometimes is, and it is worth saying because articles about WordPress development services in Dubai usually imply otherwise.
If you need a credible five page site with a contact form, your brand already exists, you have the copy written, and nothing has to connect to another system, then a well built site on a good commercial theme is the correct answer. Paying for a custom build there is paying for flexibility you will not use.
The lowest quote becomes the wrong one when it is low because something was left out rather than because the work is genuinely smaller. That is the distinction worth probing, and the line items above are how you probe it.
Equally, the most expensive quote is not automatically the most thorough. Sometimes it is the same work with more people between you and whoever does it.
Most of the variance between WordPress development services in Dubai is caused by your brief rather than by the suppliers. Fifteen minutes spent here changes what comes back.
Say how many distinct page types you think you need and describe them in a line each. Say whether design exists or needs creating. Say who writes the copy and who supplies photography. List every system the site must talk to. Say which languages you publish in. Say what exists today and where the domain and hosting currently sit. And say what you are trying to increase, because a site built to generate enquiries differs from one built to look credible to investors.
Send that identical document to everyone. Quotes answering the same questions can be compared; quotes answering different ones cannot, and that is the step most procurement in this market skips.
WordPress development services in Dubai are one option among several. If you are weighing WordPress against something else entirely, choosing a platform is the earlier question and worth settling first. If you have inherited a site that is slow, insecure or built by someone no longer answering, migration and repair is a different exercise from a new build. And if the site already works and the problem is that nobody finds it, that is a search conversation rather than a development one.
Where a project needs more than a website, for instance a web application, a customer portal or software built around an internal process, that is a different discipline and a different team. Codeeo covers that side of the work in Dubai, and the honest answer is sometimes that a content managed site is not the right shape for what you are describing at all.
If you have a quote in front of you and want a second opinion on what it does and does not cover, send it over. We will tell you what looks missing, including when the honest answer is that it is a fair price for the work described.
Straight answers
Usually because they describe different amounts of work behind the same words. One assumes a purchased theme configured to your brand, another assumes a theme built from your design. Both are legitimate and the gap between them is real, which is why the deliverables matter more than the figure.
Not inherently. For a straightforward brochure site a well supported commercial theme is often the sensible choice. It becomes a problem when the design keeps fighting the theme's assumptions, because the cost then reappears as endless small customisations that are harder to maintain than a custom build would have been.
You should, bought under your own account with your own billing. Licences held by an agency expire when the relationship does, and a site can lose updates on several paid plugins at once. Ask for this in writing before work starts, because transferring licences afterwards is sometimes not possible.
Administrator access, hosting and domain in your name, a list of every plugin with its licence status, a recorded walkthrough of editing the pages you will actually edit, and a note of anything custom that a future developer would not guess. If handover is a password and a goodbye, the next supplier starts by charging you to work out what exists.
Something has to cover updates, backups and a response when the site breaks, but it does not have to be a retainer with your builder. Some businesses handle it internally, some use a specialist. What does not work is assuming it will happen without anyone being responsible for it.
