What an HR app for a UAE employer has to do in practice: the employee, manager and HR admin journeys, attendance and rosters, payroll through the Wage Protection System, gratuity logic and the privacy questions behind all of it.

HR app development in Dubai is less about screens and more about rules. A useful HR app lets staff request leave, download payslips and ask for letters from their phone, records attendance that stands up to scrutiny, builds rosters for site teams, and feeds a payroll paid through the Wage Protection System. Underneath, it calculates end of service gratuity as UAE labour law sets it out and tracks visas and Emirates IDs before they expire.
This guide covers the three journeys inside an HR app, the UAE rules each touches, and what to settle before HR app development in Dubai begins, as of October 2026.
Key points
Most briefs for an HR system app in Dubai describe one app. In practice there are three audiences with different jobs, and treating them as one is why many HR apps feel cluttered for staff and thin for HR.
Staff open this app a few times a month to answer the questions that otherwise arrive at the HR desk: how much leave is left, where is last month’s payslip, when does my visa expire. Because it is used rarely, the first screen should show balances and pending requests rather than a menu of modules.
Line managers approve leave, check who is on shift, correct a missed clock in and sign off overtime, for their own team only. A good manager journey shows the effect of a decision first: approving this leave leaves the site two people short on Thursday.
The admin side is usually a web panel, because it is used for long sessions with tables, exports and bulk changes. It holds contracts, salary structures, leave policies, documents, letter templates, payroll runs and the audit trail. It is where the rules live, and in most HR app development in Dubai it is where the build effort actually goes.
If the scope still needs settling, our guide to building a first version covers how to decide which journey ships first.
Self service is what staff judge the app on, and small design choices here remove a large amount of HR admin.
Article 29 of the Labour Law gives a worker annual leave of not less than thirty days for each year of service, two days per month where service is more than six months and less than a year, and leave for part of the final year if employment ends before the balance is used. Your contracts may be more generous. The app should hold the statutory minimum as a floor and your policy on top, show the balance the way it accrues, and stop a request that would take someone below zero unless an approver overrides it with a reason.
Sick, maternity, unpaid and compassionate leave each need their own type, because they feed payroll differently. Unpaid days matter later too: Article 51 excludes unpaid absence from the service term for gratuity, so the HR app development in Dubai brief should make the leave module and the gratuity calculation share one record.
Show basic salary separately from allowances on every payslip, because basic wage is what gratuity and overtime are calculated on. Lock past payslips once a payroll run closes, and issue corrections as a new document rather than editing the old one.
Salary certificates, experience letters, no objection letters and bank letters make up much of the HR inbox in the UAE. Build them as templates filled from the record, in Arabic and English, with an approval step and a reference number a bank or embassy can verify. When staff upload a renewed passport or Emirates ID, it should go to review before it replaces the existing record.
An employee attendance app in Dubai usually combines methods, because an office, a warehouse and a construction site need different evidence that someone was present. In HR app development in Dubai, this module is often the one that decides whether site teams adopt the app at all.
| Method | Where it fits | What to plan for |
|---|---|---|
| Geofence on the phone | Field staff, multiple sites, small offices | Location accuracy indoors, staff without a smartphone, battery use, location only at the moment of clocking rather than all day |
| QR code at the site | Sites with a supervisor, rotating crews | Codes that change so a photo of the code cannot be shared, a supervisor device that can scan on behalf of a worker |
| Biometric terminal | Large sites, labour accommodation transport points | Device integration, offline buffering, who holds the biometric template, what happens when a reader fails |
Whatever the method, payroll needs the same output: worked, overtime and night hours, weekend days and absences, approved by a manager. Article 18 caps normal hours at eight a day or forty eight a week, and Article 19 limits overtime to two hours a day and total hours to 144 every three weeks, except as the Implementing Regulation allows. The app should flag a shift that crosses those lines before payroll does.
Location and biometric data are personal data, collected daily from every worker. u.ae summarises the Personal Data Protection Law as prohibiting processing without consent except in some cases, such as carrying out legal procedures and rights, and as giving people the right to correct, restrict or stop processing. Before building, write down:
This guide describes how HR software is typically built around UAE rules. It is not legal advice. Labour, data protection and free zone rules change and depend on your entity and contracts, so confirm the rules your app will encode with a qualified adviser before launch.
For contractors, facilities firms, hospitality groups and retailers, the roster is the most used part of the HR app, yet office HR products often treat it as an afterthought. That is why many site rosters still live in a spreadsheet shared on WhatsApp, and why rosters belong in scope early in HR app development in Dubai.
A supervisor should be able to build a week by site and shift, copy a pattern forward, swap two workers, and see who is on leave or has reached their overtime limit. Article 22 requires a paid weekend of at least one day, and Article 19 says a worker should not work more than two consecutive weekend days, except day workers, so the roster should warn when a pattern breaks either.
Summer adds a rule for outdoor work. MOHRE’s guidance on the Midday Break says that from 15 June to 15 September each year, work under the sun and in open places stops between 12:30 PM and 3:00 PM, with technical exemptions such as concrete pouring that cannot wait. The roster should block outdoor shifts that cross that window unless an exemption is recorded.
Payroll app development in the UAE starts with how salaries are actually paid, and any HR app development in Dubai that touches salaries has to design around it. Article 16 of Cabinet Resolution No. 1 of 2022 requires all establishments registered with MOHRE to pay wages on their due date through the Wages Protection System or another system the Ministry approves. u.ae explains that under the WPS, salaries are transferred through banks, exchange houses or financial institutions authorised by the Central Bank of the UAE.
As of October 2026, u.ae states that wages are paid under Ministerial Resolution No. 340 of 2026, that salaries for the previous month are due on the first day of each Gregorian month, and that employers must transfer at least 85 per cent of wages due on time, with measures such as suspending new work permits from the fifth day after the due date. In December 2025 MOHRE announced an updated WPS with direct data integration with financial institutions through the Central Bank.
For the software, that means:
Many employers keep their payroll provider and want the HR app to feed it cleanly, which is often the better scope for HR app development in Dubai. Our build or buy guide covers how to decide which parts to build and which to integrate.
Gratuity is where HR software development in Dubai is tested hardest, because every resignation produces a number somebody checks. Article 51 of Federal Decree Law No. 33 of 2021 sets the rule for full time foreign workers who completed a year or more of continuous service:
National workers are different: their end of service benefits follow the pensions and social security legislation. Article 52 covers other work patterns, Article 29 of the Resolution lists permitted deductions such as loan repayments, and Article 53 requires all entitlements to be paid within fourteen days of the contract ending.
A gratuity engine therefore needs start and end dates, every unpaid absence, the basic wage history, the work pattern, the nationality category and approved deductions, held as data rather than typed in at the time. A simple example in days: a full time foreign worker with seven complete years and no unpaid absence accrues five years at 21 days plus two at 30 days, so 165 days of basic wage, before any part year and the cap. How a daily rate is derived from the monthly wage is a point to confirm with your adviser and then fix in the HR app development in Dubai specification, so the method never varies.
Show the working, not just the figure. A gratuity screen that lists each component can be checked by finance, explained to the employee and defended if it is disputed.
Article 51 also allows the Cabinet to approve alternative schemes. u.ae describes MOHRE’s voluntary Savings Scheme, in which employers contribute monthly to an approved fund: 5.83 per cent of basic salary for employees under five years of service and 8.33 per cent beyond. Once employees are enrolled, the traditional gratuity stops for them and anything accrued before must be settled. Good HR app development in Dubai supports both, because employers may enrol some groups and not others.
For many employers the document register is why they wanted HRMS app development in Dubai in the first place. Each person carries several documents with separate expiry dates: passport, residence visa, Emirates ID, work permit, health insurance and sometimes a professional or driving licence. Dependants add more.
The useful version is not a list of dates. It is reminders with a named owner and a notice period per document, a renewal status so two people do not chase the same file, and an escalation when nothing moves. Staff see their own expiry dates in the employee app and upload the renewed document for HR to verify.
Article 2 applies the Labour Law to all private sector establishments, employers and workers in the UAE, excluding government employees, the armed forces, police and security, and domestic workers. Some financial free zones run their own frameworks. DIFC, for example, describes its DEWS scheme as an end of service initiative restructured into a funded defined contribution plan, and DIFC has its own data protection law, DIFC Law No. 5 of 2020.
For a group with mainland and free zone entities, HR app development in Dubai should make the legal framework a property of each entity, not a global setting. Leave rules, gratuity method, payroll channel and data protection obligations then follow the employing entity, and a transfer is recorded as an event rather than an overwrite. Which rules apply where is a question for your adviser; the app applies the answer consistently.
Head office may work in English, government facing letters often need Arabic, and site teams may read Hindi, Urdu, Malayalam, Tagalog or Bengali more comfortably than either. A common pattern is Arabic and English for the interface and letters, plus translated notices and roster messages. Right to left layout changes navigation, tables and date pickers, so it belongs in the design from the first screen. Our UI and UX design work covers bilingual layouts, and the mobile app development page explains how we build and test apps. If employee data is hosted outside the UAE, record where it sits, since the federal law sets requirements for cross border transfer.
These questions settle more of the cost and risk than any feature list. Put them to your own team first, then to any developer.
A developer who has done HR app development in Dubai before should ask you most of these without prompting. For budgeting, our mobile app cost guide explains what drives a quote, and the enterprise software development page covers integration with existing systems.
If you would rather configure than build, our HRM system for UAE employers already covers documents, leave, end of service and self service. Where a full HR app development in Dubai project is the right answer, our team designs the employee, manager and admin journeys in Arabic and English, you approve the design before development begins, and you own the code, data and accounts. Send us your headcount, entities and contract types, and we will reply with a written fixed price proposal within 45 minutes during business hours.
Straight answers
Salaries under the WPS are transferred through banks, exchange houses or financial institutions authorised by the Central Bank of the UAE, so the app normally prepares an approved payroll and hands it to that agent. Whether that handover is a file or a connection depends on the agent you use, so ask them for their specification before development starts.
The Personal Data Protection Law prohibits processing personal data without consent except in defined cases, such as legal obligations. Which basis applies to your attendance data, and whether you are in a free zone with its own data law, is a question for your legal adviser. The app should record whichever basis you choose and offer an alternative clock in method where it is needed.
Often the better answer is a mobile layer or integration on top of the system you already run, rather than a replacement. A full build makes sense when your contracts, entities or site operations do not fit the product and the workarounds cost more than the build would.
Many UAE employers want Arabic and English as a minimum, and site teams often need further languages for notices and instructions. Plan the languages, right to left layout and translated letter templates at the start, because retrofitting them later touches every screen.
You should, and the contract should say so in writing, including the source code, the cloud accounts and the database. Ask for data export in a usable format and a documented deletion process before you sign, not after.
