Taxi app development in Dubai: what the RTA permits, and the apps a licensed operator needs

A practical guide for limousine operators, taxi franchise teams and car rental companies planning a passenger app, driver app and dispatcher panel in Dubai, grounded in what the Roads and Transport Authority publishes about each activity.

Taxi app development in Dubai starts with a permit question, not a design question. The Roads and Transport Authority licenses taxis, luxury limousines, app based passenger transport and car rental as separate activities, and each one sets different rules for vehicles, fares and how your systems connect to RTA. Confirm which activity your business holds, then build a passenger app, a driver app and a dispatcher panel that match it.

This guide is for limousine and chauffeur companies, taxi operators and car rental businesses in Dubai and the wider UAE who are briefing a developer. It covers what RTA’s own documents say, as of October 2026, and how those rules turn into screens, data and workflows.

Key points

  • RTA publishes separate activity cards for luxury vehicle transport, app based passenger transport and hourly car rental. Your app follows the card your permit sits under.
  • Limousine permit holders undertake to link their smart apps and systems to the RTA electronic platform, so integration belongs in the first scope.
  • RTA says luxury transport charges are at least 30% higher than regular taxi fares, so the fare engine needs editable rate rules.
  • Car rental apps collect licence, identity and passport documents at registration, record condition at handover and pass Salik and fines back to the renter.
  • Trips into other emirates can involve the federal transport authority or another emirate’s regulator.

Not legal advice. This article summarises public RTA documents and news releases we opened in October 2026. Activity cards are amended from time to time, and some obligations sit in concession contracts that are not public. Before you commission taxi app development in Dubai, or a limousine or car rental app, confirm your model and your obligations with the RTA Licensing Agency and your own legal adviser.

Who may legally carry passengers in Dubai

Anyone planning taxi app development in Dubai should first read the RTA activity description cards, because they decide what the app is allowed to do.

Luxury vehicles, the limousine permit

The RTA card for passenger transport by luxury motor vehicles sits under Executive Council Resolution No. 6 of 2016 and its Executive Regulations No. 516 of 2022. A permit follows a study of the application by a committee of RTA’s Public Transport Agency, and the file includes a feasibility study covering how the vehicles will run, the proposed budget and the people who will operate the service. The applicant also lodges financial security with RTA, in cash or from a bank, provides a suitable headquarters and signs a set of undertakings. Three of them shape the software: comply with the tariff rate RTA determines, which must be higher than the taxi tariff; link the electronic media and smart applications to the RTA electronic platform as the agency specifies; and keep to the vehicle categories, numbers and maximum period of use RTA approves.

App based passenger transport in Dubai

A separate card covers passenger transport through telephone calls, electronic platforms and smart apps, under Executive Council Resolution No. 47 of 2017, and it expressly excludes taxis and luxury vehicles. Its obligations read like a requirements list: vehicles registered in Dubai, a tracking system where RTA specifies one, records of activity data kept for the periods the agency sets, and systems and smart apps linked with RTA for quality violations, control systems, data provision and fee payment. If you rent vehicles from another party or contract out the service, that party must also be licensed by RTA.

Taxi plates and booking apps

Taxi plates in Dubai are allocated by RTA. Dubai Media Office reported in April 2026 that Dubai Taxi Company obtained 600 new plates through the latest RTA auction, taking it to a 47% share as the emirate’s largest taxi operator. RTA’s taxi fare page refers to taxis booked through authorised apps, so taxi app development in Dubai is usually commissioned by an existing plate holder or an approved booking channel, not used to put new taxis on the road.

In Dubai the permit decides the product. Read the activity card before you write the first user story.

If your model does not fit one card neatly, ask RTA first. A chauffeur marketplace, a corporate shuttle tool and a self drive rental app look similar on a phone screen but are licensed differently, and a taxi app development project in Dubai that guesses wrong ends up rebuilding its booking logic.

The passenger app, driver app and dispatcher panel of a taxi platform

Every licensed operator ends up with the same three surfaces. What changes between a taxi, a limousine and a rental business is the detail inside each. The general case for building apps in the emirate sits on our mobile app development page, so here we stay with the transport specifics.

Passenger app

RTA’s description of booking a luxury vehicle through a partner app is a fair baseline for rider expectations. The customer registers with personal and payment details, sees the vehicle’s location, arrival estimate, travel time and trip cost, confirms and chooses a payment method, then receives a receipt by email and SMS. RTA lists cash and credit card as accepted payment for that service. Beyond that baseline, any taxi app development in Dubai should plan for:

  • Arabic and English, with proper right to left layout for Arabic screens.
  • A pickup pin with a note field, because towers and compounds often need a gate or lobby name.
  • Vehicle classes that match your permitted categories, not a generic list.
  • Booking for someone else, with the passenger’s name and phone sent to the driver.

Driver app

The driver app carries the compliance load. It checks the driver and vehicle against valid records before a shift, shares location only while on shift, receives jobs with pickup notes, and timestamps each stage: accepted, arrived, passenger on board, completed. Those timestamps become the activity records the RTA cards expect you to keep, so in taxi app development for Dubai fleets the shift check is built first, because every other record depends on it. The admin side stores each driver’s licence and permit documents with expiry dates and blocks jobs automatically when one lapses.

Dispatcher panel

Dispatch is where a limousine booking app in Dubai earns its keep. The panel shows live vehicles on a map, unassigned and scheduled jobs, shift status and exceptions such as a late driver or a passenger not found. It needs manual override, because a dispatcher often knows something the algorithm does not, plus an audit trail of who changed what. When RTA endorsed its shift towards app booked taxis in 2023, it described app booking as the most efficient way to match taxi supply with demand and remove the need for drivers to roam; the dispatcher panel is where you see whether that is happening in your fleet. In taxi app development for Dubai, plan this panel at the same time as the passenger app, not after it.

Fare display and payment rules for ride hailing app development in the UAE

Fares are where ride hailing app development in the UAE meets regulation most directly. RTA’s taxi fare page describes a taxi fare as a base fare plus a kilometre charge plus a waiting time charge, with optional surcharges and a Salik fee where applicable. It says fares vary by service type, booking channel, trip origin and time of day, and that a trip is free when the meter is not in operation. For luxury vehicles, the RTA luxury transport service page says charges are at least 30% higher than regular taxi fares and vary by vehicle type and destination.

Rule from RTA materialWhat the app needs
Fare is base, distance and waiting time, plus surchargesA fare engine that stores each component separately and prints it on the receipt
Price varies by time, origin and booking channelRate tables operations staff can edit by time band and zone, with a change log
Luxury charges at least 30% above taxi faresA floor check that refuses a limousine rate below the permitted level
Toll gate charges billed to the customerSalik detection on the route and a separate toll line on the receipt
Permit holder commits to the RTA tariff rateNo promotion that moves a fare outside the permitted structure without approval

Any taxi app development in Dubai should keep fare logic on the server, so a rate change reaches every passenger app at once without an app store release. Show the estimate before the passenger confirms, show the final fare with its breakdown afterwards, and keep both, because most fare disputes come down to the gap between them. Salik, according to the Dubai Government portal, deducts tolls automatically from a windscreen tag at each gate and applies variable pricing by time of day to all vehicles, including taxis, so the toll on a route is not a fixed number. Taxi app development for Dubai should therefore read toll gates from the route rather than assume a figure.

Chauffeur app development in Dubai: scheduled rides and airport pickups

Chauffeur app development in Dubai handles two different jobs in one system. An instant ride is a matching problem: find the nearest suitable vehicle now. A scheduled chauffeur booking is a planning problem: hold a vehicle class and a driver for a future slot, confirm the day before, and make sure someone is actually there. RTA lists the luxury service time as instant, yet most limousine operators also take bookings days ahead, by the hour or for a full day. That means hourly and full day packages beside point to point trips, waiting time rules written into the booking terms, a driver assignment step a dispatcher confirms, reminders to driver and passenger, multiple stops in one booking, and corporate accounts with approvers and monthly statements.

Airport jobs are where a new customer judges the service. The booking should capture the flight number so the dispatcher can follow arrival changes, plus the meet and greet details: name for the sign, number of bags, child seat. Build a grace period for delayed flights into the waiting rules, and let the driver mark “waiting at arrivals” so the passenger gets a message. RTA’s fare page notes that airport taxis have their own starting fare, a reminder that airport trips are priced differently. Where and how a limousine may wait or collect at an airport is a question for the airport operator and RTA, and a taxi app development team in Dubai should not guess at it.

Car rental app development in Dubai: documents, deposits and handovers

Car rental app development in Dubai is a different product from a ride app, because the customer drives. The RTA hourly car rental card gives a rare, specific picture of what a rental app collects. The user registers in the establishment’s system or smart app with name, phone number, email, credit card number, personal photo, driving licence, identity card for residents, and passport and entry visa for visitors. The establishment may not rent to anyone without a driving licence RTA recognises, may rent only to users registered on the system, and must link its system to the RTA platform. The same card bars renting with a driver and limits hourly rental to 24 consecutive hours for one user.

Daily and monthly rental runs under RTA’s wider framework rather than the hourly card. RTA’s Transportation Activities Rental System, launched in October 2021, issues smart rental contracts across the emirate for light vehicles, heavy vehicles, buses and motorbikes. Our page on rent a car website design and development covers the booking website; an app adds the steps that happen at the kerb and in the car. Taxi and limousine app development in Dubai can reuse maps, payments and notifications for rental, but onboarding, contracts and handovers are new work.

Document upload

Let the renter photograph their licence and Emirates ID, or passport and visa for visitors, with guidance on lighting so images are readable. Store expiry dates, block bookings that run past one, and keep the images in restricted storage with a retention period agreed with your adviser.

Deposits

Most rental operators take a security deposit or card authorisation. State the deposit terms in plain words before payment, show when the hold is placed and released, and link any deduction to a specific charge with evidence. Keep amounts in configuration, not in app copy.

Delivery, collection and damage photos

Delivery to a home, hotel or office is now a normal part of renting in the city. Give the delivery driver a checklist screen: odometer, fuel or charge level, and timestamped photos of each side, the wheels and the interior, captured before the keys change hands. The renter confirms the same set in the app, and collection repeats it. A handover record both sides have seen is the best defence in a damage dispute.

Salik, traffic fines and the bill after the rental

A self drive rental creates charges after the car comes back. Tolls are taken from the tag on the car at each Salik gate, and fines are recorded against the vehicle the rental company owns, so the app must pass both to the renter fairly. Import toll and fine records by date and time, match each to the renter who had the car at that moment, and show every item with its date, location and deduction. Keep tolls and fines as separate lines, explain any administration fee in the terms the renter accepted, notify the renter when a charge is added, and let deposit release logic allow for items that arrive late.

RTA’s Takamul permit, announced in March 2025, lets car rental and luxury transport companies that share a member on their commercial licences offer a chauffeur driven luxury car for up to one month, with contracts, companies and drivers registered in the Transportation Activities Rental System. If you hold both activities, design the contract model so one customer app can carry either booking type cleanly.

When a Dubai taxi app trip crosses into another emirate

A passenger booked from Dubai Marina to Abu Dhabi, or a renter driving to Ras Al Khaimah, takes your app across a regulatory line. The RTA luxury vehicle card names the Federal Authority for Land and Maritime Transport as an entity to visit where the activity will take place outside the emirate or to destinations in other emirates. Abu Dhabi has its own regulator: the Integrated Transport Centre, now Abu Dhabi Mobility, announced in September 2024 that taxis and licensed private vehicles could be booked through the Yango app in that emirate through approved electronic platforms.

For taxi app development in Dubai with an eye on other emirates, tag every service area and trip type in the system, decide which trips your permit lets the app accept, and apply the right fare rules to each. We found no single public document that sets out every emirate’s rules for app based passenger transport, so confirm with the relevant authority before switching a new area on.

Questions to settle before taxi app development in Dubai starts

These questions most often change the scope of taxi app development in Dubai once a developer is involved, so settle them before asking for a quote. For the general cost picture see our guide to mobile app cost in the UAE, and for a first release the guide to building an MVP app.

  1. Which RTA activity card applies? Luxury vehicles, app based transport, taxis or rental, and which bookings fall under each.
  2. What does the RTA platform link involve? Ask RTA for the integration specification and hand it to the developer at the start.
  3. Who owns the fare tables? An operations manager should change rates within RTA limits without a developer.
  4. How will payments work? Card, cash, corporate billing and toll lines, and the gateway that holds card details.
  5. What records are kept, and for how long? Trip logs, shifts, locations, documents and handover photos.
  6. Which emirates are in the first release? Keep the first service area small and confirmed.

Frequently asked questions

Can a startup launch a ride hailing app in Dubai with private cars?

Only as an establishment RTA has authorised for the activity. The card for passenger transport through smart apps applies to establishments RTA authorises, with vehicles registered in Dubai, whether owned or leased, and systems linked to RTA. Speak to the RTA Licensing Agency about your exact model before you commission any design work.

Is a limousine booking app in Dubai allowed to set its own prices?

Only within the RTA rules. The luxury vehicle activity card asks permit holders to commit to the tariff rate RTA determines, and RTA's service page says luxury transport charges are at least 30% higher than regular taxi fares, as of October 2026. Build the fare engine so the rates are editable settings that your operations team can update when RTA changes them.

Do we need a separate app for car rental and for chauffeur bookings?

Not necessarily. One customer app can carry both, as long as the booking flows, documents and contracts stay separate, because a self drive rental and a chauffeur hire sit under different RTA activities. Separate flows also keep reporting clean when RTA asks for records by activity.

What should a taxi app in Dubai do when a booking crosses into another emirate?

It should know the boundary and apply whatever your permit allows for trips outside Dubai. The RTA luxury vehicle card names the Federal Authority for Land and Maritime Transport for activity outside the emirate or to destinations in other emirates. Ask the authority which approvals apply before the app accepts those bookings.

Can the app send driver location to passengers in real time?

Yes, and passengers in Dubai expect to see the car approaching. Collect location only while a driver is on shift, explain it clearly in the driver onboarding screens, and agree with your adviser how long trip and location records are kept, since the RTA cards ask operators to keep activity records for the periods the agency specifies.
