A digital marketing strategy for a Dubai business, built from what you already know

A practical way to write a one page digital marketing strategy for a Dubai or UAE business, starting from your own sales records and customer questions rather than a template.

A useful digital marketing strategy in Dubai fits on one page and is built from evidence you already hold: who has bought from you, how they found you, and what they asked before paying. Channels come second, chosen by how demand for your product actually shows up in the UAE. Measurement comes third, set up so that a sale closed on WhatsApp or a phone call still counts. Everything else is detail.

Most people who sit down to plan ask “which platforms should we be on?” The better question for a digital marketing strategy in Dubai is “where did our last fifty customers come from, and what would bring fifty more?”

Key points

  • Start from twelve months of your own sales and enquiry records, not from a list of platforms.
  • Choose channels by how buyers look for you: by searching, by scrolling, by messaging or on a marketplace.
  • Decide the Arabic and English question per audience, not as a blanket rule.
  • Plan how WhatsApp and phone sales will be recorded before spending on ads.
  • Run a 90 day plan with one main channel, then judge it on qualified enquiries and sales.

Why a digital marketing strategy in Dubai should start with your own records

Every business that has traded for a year holds better market research than any report it could buy, spread across invoices, the CRM, the inbox and the WhatsApp Business app on someone’s phone. A digital marketing strategy for a Dubai business that ignores this material is guessing.

Set aside two hours and build a simple sheet with one row per customer won in the last twelve months. Add five columns:

  1. What they bought and roughly what it was worth to you after costs.
  2. How they first got in touch: web form, call, WhatsApp, walk in, referral, marketplace order, email.
  3. Where they heard of you, if anyone asked. If nobody asked, that is the first finding.
  4. Which language the conversation happened in.
  5. Days from first contact to payment.

Patterns appear quickly. A clinic may find most new patients arrive through Google Maps and a phone call, with almost nothing from Instagram despite the effort it absorbs. A B2B firm may find nearly every deal began with a referral, which says the website’s real job is to reassure people who already heard your name. Either finding reshapes the digital marketing strategy for that Dubai business before a single campaign is planned.

Next, collect the questions. Ask whoever handles enquiries to list what prospects asked in the last month, in the words they used. They show which searches to target and what your ads should answer. Our guide to a content marketing plan covers turning them into articles; here they are simply evidence of what buyers care about.

If your records cannot say where a customer came from, fixing that is the first line of the strategy.

Read the demand before you pick channels

Once you know who buys, check whether people are actively looking for what you sell. In a digital marketing strategy for Dubai, this single fact decides more of the channel mix than anything else.

If you already have a website with Google Search Console set up, its Performance report shows the queries people typed when your site appeared in Google results, with clicks, impressions and average position for each. Read the query list, not just the totals. Queries naming your service plus a place, a problem or a comparison show active demand; brand name queries show people who already knew you.

Keyword tools add a rough sense of scale, but their estimates for a market the size of the UAE are approximate. Use them to answer a simpler question: are the phrases from your customer questions searched at all, in English and in Arabic?

Three situations usually emerge:

  • People search for it. Clinics, lawyers, business setup, many B2B services. Search, paid or organic, is the backbone.
  • It is wanted but rarely searched for by name. New brands, fashion, gifts, experiences. People discover these while scrolling, so feeds and creators do the first job.
  • Buyers already shop in one place. Goods sold through Amazon.ae or noon, or services found on a booking platform. Visibility inside that marketplace matters more than your own site.

Choosing digital channels by how Dubai buyers look for you

With demand understood, give each channel a single job. The table below is a starting point, not a rule. A sound digital marketing strategy in Dubai usually ends up with two or three of these, introduced one at a time.

How demand shows upMain channelSupporting channelWhat to judge it on
People search for the serviceGoogle Search ads and SEOGoogle Business Profile and reviewsQualified enquiries from search
People discover the product while scrollingMeta, TikTok or Snapchat adsCreator content and remarketingSales or orders per campaign
Buyers prefer to talk before payingAds that open a WhatsApp chatA fast, scripted reply processConversations that turn into sales
Buyers shop inside a marketplaceAmazon.ae or noon listings and adsYour own site for brand trustMarketplace sales and rank
Long B2B decisions with few buyersLinkedIn, email and referralsUseful articles and case pagesMeetings booked with the right people

Two points matter here. First, WhatsApp is often where the sale happens, so a channel that opens a chat can beat one that sends people to a form, provided someone answers quickly. See our guide to WhatsApp as a sales channel. Second, marketplaces sit outside your own analytics, so if you sell through them, plan their listings as part of the digital marketing strategy for Dubai rather than as a separate task for operations. The comparison of noon and Amazon for UAE sellers is a useful place to begin.

If you are torn between search and social as the first paid channel, our post on Google Ads vs Meta ads sets out a fair way to test the two.

Arabic, English or both: deciding audience by audience

The UAE audience is bilingual in a specific way. Many residents use English for work and shopping, many Emirati and Arab customers prefer Arabic, and plenty switch depending on the topic. A Dubai digital marketing strategy should make the language decision per audience segment, using the language column from your customer sheet as evidence.

  • Search behaviour differs by language. Arabic searches are not translations of English ones, so research each language separately.
  • Creative needs adapting, not translating. A headline that works in English may sound stiff when converted word for word. Our post on translation and transcreation explains the difference.
  • Support the language you advertise in. An Arabic ad that leads to an English only page or reply wastes much of its spend.
  • Check the legal baseline. Article 26 of Federal Law No. 15 of 2020 on Consumer Protection says data, advertising and contracts related to the consumer must be in Arabic, and that other languages may be used alongside Arabic. Ask your adviser how this applies to your own campaigns.

Measuring a digital marketing strategy when sales close on WhatsApp or calls

This is the part most plans skip. If a customer clicks an ad, sends a WhatsApp message and pays by bank transfer a week later, the ad platform sees a click and perhaps a chat. It never sees the sale unless you tell it.

A workable measurement plan for a digital marketing strategy in Dubai has three layers:

  1. Record the source at first contact. Every enquiry, whatever the route, gets a source noted in the CRM or a shared sheet. For calls and WhatsApp that means asking, or using tracked numbers and prefilled chat messages that identify the campaign.
  2. Record the outcome. Mark each enquiry as qualified or not, and as won or lost, with the value. This is a sales team habit more than a technical setup.
  3. Send outcomes back to the ad platforms. Google Ads can import offline conversions: its help centre explains that you capture the Google Click ID from the ad click, store it with the lead, and later upload the result, with auto tagging switched on and a click to conversion window of 14 or 90 days depending on the data source. Google now recommends enhanced conversions for leads, which it describes as an upgraded version of offline conversion import using hashed customer data. Meta offers a Conversions API for CRM integration that uploads later lead stages from your CRM, and its documentation says the stage you optimise for should happen within 28 days of the lead.

None of this needs to be perfect on day one. A shared sheet with source, status and value, updated weekly, is enough to start a digital marketing strategy in Dubai on honest numbers. The analytics setup guide covers which website numbers are worth having alongside it, and our web analytics service handles the connection between CRM and ad platforms when you are ready.

As of October 2026, Google’s help centre says legacy offline import and lead upload methods are moving to the Data Manager API and are blocked in the Google Ads API from 15 June 2026. If an older integration stopped reporting conversions this year, check it first.

UAE rules a Dubai marketing strategy has to respect

A plan that depends on influencers, email or WhatsApp broadcasts must account for UAE rules before budget is committed. The points below are general information, not legal advice, and are correct as of October 2026.

  • Creators and the advertiser permit. The National Media Authority (formerly the UAE Media Council) issues a permit for individuals who provide advertising or media content on social media and other digital platforms. Its service page says this covers content published either for compensation or free of charge. If creators are part of the plan, confirm each one holds the permit; our guide to UAE advertiser permit rules has the detail.
  • Consent for email and other personal data. Federal Decree by Law No. 45 of 2021 on personal data protection, described on the UAE government portal as in force since 2 January 2022, requires that where processing relies on consent the controller can prove it, and that the consent includes the right to withdraw it easily. Read our post on email consent under the PDPL before building a list.
  • WhatsApp opt in. The WhatsApp Business Messaging Policy says businesses may contact people only after receiving opt in permission confirming they wish to receive messages, and must respect all requests to block, discontinue or opt out.

Treat each of these as a cost and a timeline in your digital marketing strategy for Dubai, not as paperwork to sort out after launch.

A 90 day digital marketing plan on one page

With the evidence gathered, a digital marketing strategy for a Dubai business can be written as a single page with seven lines: the customer you are going after first, the problem you solve for them, the language or languages you will use, the main channel and its job, the supporting channel, the number you will judge it on, and the one thing you will stop doing. The next 90 days then follow a simple shape.

Days 1 to 30: fix the foundations

Set up enquiry recording with source and outcome. Check that every contact route works on a phone. Complete your Google Business Profile. Rewrite the two or three pages your main channel will send people to, in the languages you chose, and agree who answers WhatsApp and calls in the evenings.

Days 31 to 60: run one main channel

Launch the main channel only. Keep changes to a weekly schedule so you can tell what caused what, and review enquiry quality every week with whoever handles sales.

Days 61 to 90: judge, then decide

Compare cost per qualified enquiry and per sale against what a customer is worth to you. If the channel works, fund it and add the supporting one. If not, check tracking and follow up before blaming the channel. Then write the next 90 day page.

What to stop doing

A digital marketing strategy in Dubai is as much about what you drop. Common candidates we see:

  • Posting daily on every platform when your customer sheet shows almost no sales from those accounts.
  • Judging success on followers, reach or clicks instead of qualified enquiries and sales.
  • Buying contact lists for email or WhatsApp, which conflicts with the consent rules above.
  • Running English only ads to an Arabic speaking audience, or the reverse, because the copy was already written.

How Digital Marketing Dubai can help

Many owners can write this one page digital marketing strategy for their Dubai business themselves, and we would encourage it. Where it helps to have another view, our marketing strategy service produces a fuller written plan, and the digital marketing services hub shows which service fits each situation. For the channels themselves, we run Google Ads management, social media advertising and SEO in Arabic and English.

We do not promise results, because they depend on your offer, market and follow up. What we provide is a clear plan, honest reporting and a written fixed price proposal, usually within 45 minutes during business hours, with no obligation.

Frequently asked questions

How long should a digital marketing strategy document be?

For a small or medium business, one page is usually enough if every line is a decision. Supporting notes, keyword lists and audience research can sit in an appendix. If the plan needs twenty slides to explain, the team will not use it week to week.

Do we need a strategy before running ads?

You need the few decisions that ads depend on: who you are trying to reach, what counts as a good lead, and how that lead will be recorded. Without those, a campaign can spend money and still leave you unable to say whether it worked. The rest of the strategy can be refined while the first channel runs.

How often should we review the plan?

Look at the numbers monthly and revisit the plan itself every quarter. Monthly reviews catch problems with tracking or follow up early. Quarterly reviews are the right moment to move money between channels, because most channels need several weeks of data before a fair judgement is possible.

Can a business in a free zone advertise to customers across the UAE?

Advertising is governed by UAE federal rules, and the Consumer Protection Law states that it applies to goods and services across the country including free zones. What your licence permits you to sell, and to whom, is a separate question for your licensing authority or adviser, so confirm it before planning campaigns aimed at onshore customers.

Should we hire an in house marketer or an agency first?

It depends on how many channels you need and how much specialist work they involve. A written strategy helps either way, because it becomes the brief for the role or the agency. Many businesses start with one person who owns the plan and buy specialist help for paid media or tracking.
